● The NC-516 estimated Annual Renewal Demand (ARD) is: $519,624. Additional funding will be available for the following, all of which are estimated dollar figures at this time, DV Bonus at $132,629, for CoC Bonus at $106,103, and for the annual CoC Planning grant at $50,000. ● The Project Applications are available online in e-snaps.
● The NC 516 Consolidated Application deadline is Thursday, October 30, 2024 at 8:00 PM. NC-516 plans to post the Consolidated Application and Project Priority Listing containing the Project Applications by Friday, October 25, 2024 to ensure CoC gets early submission points.
The Electronic Application in e-snaps is now open. Project Applications for all new, renewal, bonus funds, and CoC Planning projects must be submitted in e-snaps on or before Friday, September 6, 2024 at 7:59 PM EDT to allow adequate time for review and ranking by the CoC.
The 2024 Scorecard for Northwest CoC (NC-516) FY2024 Competition for New and Renewal Projects will be posted on the Northwest CoC Funding page at: https://www.hosphouse.org/nwcoc-funding
Submitted Project Applications will be reviewed and written notification regarding whether project application(s) will be included as part of the CoC Project Priority Listing Submission to all project applicants no later than Tuesday, September 17, 2024. Project Application Approval/Denial/Ranking and Appeals will be accepted Wednesday, September 18th and Thursday, September 19th with Appeals Decisions sent to Project Applicants no later than Friday, September 20, 2024 by 5:00 PM EDT.
Approved Project Applicants are expected to have submitted their final project application in e-Snaps by Friday September 27, 2024 by 6:00 pm EDT.
All parts of the 2024 CoC Consolidated Application will be posted and available to the community for inspection by verbal or written request to the Collaborative Applicant: Tina B. Arrangements will be made to provide technical assistance or review of any or all parts of this announcement, the NC-516 CoC applications process, details, and obligations in a manner that is effective for persons with disabilities or any person with Limited English Proficiency (LEP).

NC 516 supports prospective applicants and projects that address historic inequities for marginalized communities of color and other underserved and underrepresented communities in the CoC, and produce high-quality services and housing opportunities that enable persons to remain and thrive in these communities. NC 516 strives to fund eligible applicants proposing to meet this goal with a project proposal that addresses the specific needs of marginalized communities of color, created in collaboration with community partners and persons with lived experience which support NC 516 plans and strategies. Successful applicants will demonstrate clear strategies that address inequities for underserved persons and marginalized communities for housing and/or support services in the NC 516 geographic area.
Agencies interested in applying for a new project may notify the Collaborative Applicant: Tina B. Krause, NWCoC Chair of their interest in submitting an application for further information or technical assistance.
To be eligible to apply for a new project, the applicant/agency must:
1- Be an active CoC member or commit to attending monthly meetings and serving on at least one committee and commit to working on the Northwest CoCs’ FY2024 Consolidated Application
2- Agree to any reporting requirements and use of either HMIS or comparable database for victim service applicants
3- Complete the online Project Application in e-snaps and submit it to the CoC by Friday, September 6, 2024 for review and ranking by the CoC on the Priority Listing, and
4- Be responsible for any match requirement.

The Northwest North Carolina Continuum of Care (NC 516 CoC), serving Watauga, Ashe, Avery, Wilkes, Alleghany, Mitchell and Yancey counties) is charged by the NC Department of Health and Human Services (NC DHHS) to submit a community-wide application (a Regional Application) for Emergency Solutions Grant (ESG) funds on behalf of the NW Continuum of Care. Agencies that wished to apply for ESG funding for eligible activities were requested to submit a Letter of Intent (LOI) by Friday, June 7th, 2024, but an LOI was not required to submit a Project Application for consideration. ESG Project Applications for NC 516 and all required attachments must be sent electronically by Wednesday, July 24, 2024 by 11:59 pm to: Lori.Watts@vayahealth.com.
The NC 516 Review, Ranking, and Selection subcommittee will notify agencies of funding recommendations and/or rejection or inclusion in the NC 516 Regional Application submission no later than August 9, 2024. Any agency recommended for ESG funding for eligible activities must submit a completed Project Application for ESG eligible activities and all required attachments via the ESG Office Smartsheet by Friday, August 23, 2024, 5:00 pm. The NC 516 Regional Application must be submitted on behalf of NC 516 to the ESG Office by Monday, August 26, 2024 by 5:00 pm.
This announcement serves as the opportunity for agencies to apply for funding through the FY 2024-25 ESG funding competition. Projects must meet all requirements and be ready to proceed with ESG funded activities by January 1, 2025. Agencies that have submitted an LOI or may be interested in submitting a project application for FY 2024-25 are strongly encouraged to attend one of the ESG Office information/instructional technical assistance sessions.

ESG FUNDED PROJECTS ARE DESIGNED TO:
∙ Engage homeless individuals and families living on the street;
∙ Help operate emergency shelters for homeless individuals and families;
∙ Provide essential services to shelter residents;
∙ Rapidly re-house homeless individuals and families; and
∙ Prevent families and individuals from becoming homeless
ELIGIBLE ESG ACTIVITIES:

∙ Homelessness Prevention
∙ Homeless Management Information System (HMIS) or Comparable database*
*eligible activity only if in conjunction with another ESG funded eligible activity
The amount that each Continuum of Care / Local Planning Area is eligible to apply for is the “NC ESG Fair Share''. Northwest CoC Fair Share for FY 2023-24 is $116,826. No more than 60% of total funds of the Fair Share for NC 516 may be used for Emergency Services (Street Outreach and Emergency Shelter). While there is a maximum percentage for Emergency Services, there is no maximum for Housing Stability (Rapid Re-Housing, Targeted Prevention and HMIS). This means NC 516 may choose to apply for the full 60% of Emergency Response funding or use some of that funding for Housing Stability Activities. The chart below shows the funding that NC 516 may apply for during the FY 2023-24 competition and the prescribed limits for each category.

WHO CAN SUBMIT A PROJECT APPLICATION:
Non-Profit Agencies that:

Serve persons residing in NW CoC Geographic Service Area: Alleghany, Ashe, Avery,
Mitchell, Watauga, Wilkes, and Yancey counties. -
Utilize a Housing First Approach: Housing First is a model of housing assistance that prioritizes rapid placement and stabilization in permanent housing that does not have service participation requirements or preconditions (such as sobriety or a minimum income threshold).

Agencies that can/will meet the NC 516 Continuum of Care participation requirements (including but not limited to Coordinated Entry and CoC Governance participation).

Is prepared to utilize/already utilizing the Homeless Management Information System to record client level data (or HMIS comparable database if Victim Services Provider).
SUBMISSION INSTRUCTIONS
All Project Applications and the required attachments must be received electronically by Wednesday, July 24, 2024 by 11:59 pm. Project Applications submitted after the deadline will not be reviewed or considered. Incomplete Project Applications may not be considered for funding. Agencies that are not recommended for funding will be provided a written explanation for the reason(s) for not being recommended and will be offered support and technical assistance to improve deficiencies identified during the letter of interest/application process. Agencies have the right to appeal funding recommendation decisions by submitting a formal written letter within 2 business days of being notified by the Project Review Committee of the NW CoC which will respond in writing within 5 business days of receipt of the agency’s written appeal.
